The CPF trap: why local SIM cards are complicated in Brazil
In Brazil, every mobile line is linked to a CPF, the Cadastro de Pessoa Física, the tax number held by every resident but not by tourists. The law does not prohibit selling a prepaid SIM to a foreigner, but in stores, according to traveler feedback compiled by La planète de Caro, Vivo and Claro sellers ask for a CPF and often do not know how to activate a line without one. TIM is an exception and activates using a passport, with registration via phone at 144, and Claro has launched a "Visitantes" offer reserved for foreigners, using a passport. You must therefore aim for the right store, with your passport and your accommodation address, and allow for at least half an hour.
Local rates are low, just a few euros for several gigabytes, but the process takes time, luck with the vendor, and if your phone only has one slot, you lose your French line with your bank's SMS. A travel eSIM eliminates the problem: purchased online and installed before departure, it requires no CPF, no passport, and no physical store, and costs between 1.58 and 1.92 € per GB in this comparison. Our rule: eSIM for a tourist stay, a carnival, or a business trip; local SIM only for a long-term stay, when a Brazilian number becomes necessary for Pix, banks, and administrative tasks.
WhatsApp, Uber, Pix: what works and what doesn't with an eSIM
Everything that requires data works: WhatsApp, the messaging app through which Brazilians book, order, and negotiate, Uber and 99, Google Maps, iFood, and French banking applications. A travel eSIM works via roaming, with its traffic routed through the provider's original carrier; voilà eSIM states "no blocked apps" in black and white on its Brazil page, and for other providers, the plan details specify this before purchase. WhatsApp video calls to France work without any issues on Brazilian networks.
What does not work is anything that requires a Brazilian number or account. Pix, the instant payment that has replaced cash in bars and with beach vendors, requires a Brazilian bank account: without one, you pay by card or in cash, and an eSIM changes nothing there. A local SIM does not unlock it either. One more point: your French line stays active to receive your bank's verification texts, which is only possible with a travel eSIM alongside your SIM, not instead of it.
What you need to check on your phone and your plan before buying

A phone purchased with a subsidy from a French carrier may remain locked: request unlocking before you leave.
